Secular name — Kirill Varfolomeyevich Vakhromeyev. Born in Moscow. In 1957 he graduated from Moscow Theological Seminary, in 1961 — from Moscow Theological Academy with the degree of candidate of theology. From 1963 he held the position of the inspector and the head of the graduate school of the Academy, the secretary of the commission of the Holy Synod on christian unity. In 1959, he was tonsured a monk with the name Filaret. Since 1978 — Metropolitan of Minsk and Slutsk. Since 1989 — Patriarchal Exarch of All Belarus, since 1990 — chairman of the Synod of the Belarusian Orthodox Church. In 1996 — 1997, he was the temporary head of Polotsk and Glubokoe Eparhy. Since 2013, the Honorary Patriarchal Exarch of All Belarus. Lives in Minsk.
He was awarded many orders and honorary titles for active religious, social and political activities.
The title of Honorary Citizen of Polotsk was conferred in 2004.
