He was born in 1892 in the village of Zalyubye, Polotsk district (now - Rossony district). He worked in St. Petersburg, on the construction of railways on the Donbas. In August 1914, he was drafted into the army. In September 1917, was arrested for several months for the “bolshevik” agitation.

In February-April 1918, Karp Gotovsky, as commander of a partisan detachment, fought against German troops in Polotsk. In early May, his unit joined the ranks of the Red Army, and the commander was appointed district military commissar. At the same time, he was elected a member of the Polotsk District Executive Committee and chairman of the Polotsk District Committee of the Russian Communist Party of “bolsheviks”. In November 1918, after the liberation of the city from the German troops, he took the surname Gotovsky-Bykhovets.

In the same year he took part in the work of the 5th and 6th All-Russian Congresses of Soviets from the city and the county as delegate. Fought with the gangs of Bulak-Balakhovich and Galak. During the Great Patriotic War commanded tank brigades. He was awarded the Order of Lenin, three Orders of the Red Banner, medals, crosses of St. George. He died in 1947. He was buried in Moscow.

His relative from Moscow Gotovskaya Agafia Konstantinovna transferred to the museum a collection of his personal belongings and documents in 1973.
