According to the author of the pamphlet, the German troops entered the city on the evening of February 25, 1918. Initially, the Germans intended to stay in the city for about two weeks, so they were mainly engaged in loading into wagons and in the removal of property from the intendant warehouses. German units and command took the buildings of the Cadet Corps, the best hotels of the city, as well as most of the administrative and private stone buildings in the city center. Since April 1918, the real power was completely concentrated in the hands of the Germans.
