Secular name — Pavel Zakharovich Bilchenko. Born in Batumi. In 1964 he graduated from Kharkov Electromechanical College. By 1970, he had worked at the Ukrainian SSR Academy of Sciences, Kiev branch of the Energoseti Institute. In 1973 he graduated from Moscow Theological Seminary, then — the Academy, where he remained to work. Since 1997 — Bishop of Polotsk and Glubokoe. In 2006, he was elevated to the rank of archbishop.
He was awarded the Orders of Sergius of Radonezh 2nd and 3rd degree, the Order of Euphrosyne of Polotsk, Order of the Blessed Knyaz Daniil of Moscow, 2nd degree, the Order of Seraphim of Sarov, 2nd degree, the For Merits to Polotsk badge.
The title of Honorary Citizen of Polotsk was conferred in 2007.
