Semen Pavlovich PORTNOV (1896-1980)
Born in Mogilyov region. In 1915, he was mobilized into the army. He took part in the Civil War, liberated Polotsk during the Soviet-Polish War. In 1922 he graduated from the courses of red commanders, from 1930 he worked as the head of Polotsk Raion Police, chairman of the Executive Committee of Polotsk City Council, Rossony Raion Executive Committee.
Participant of the Great Patriotic War. From 1946 to 1961 — chairman, later — deputy chairman of Polotsk City Executive Committee.
He was awarded the Order of Lenin, the Order of the Red Banner of Labour, the Order of the Red Star, and medals.
The title of Honorary Citizen of Polotsk was conferred in 1967.
