Parish court - lower elective peasant judicial authority in the Russian Empire - was created in the course of the peasant reform and the signing of the Manifesto of the abolition of serfdom on February 19, 1861. The court handle property disputes, minor offenses with a maximum penalty of 15 days in jail, committed within the parish (the territory of several villages or villages) against the peasant class of persons. The Court has generally consisted of four judges elected parish meeting for 1 year. Since 1889 the Court appointed for 3 years rural chiefs, replacing the magistrates. County judge elected from local residents at least 35 years, did not take place under a court and therefore does not hold other positions in the parish. Proceedings was of a simplified character: there was no training for judges, adjudicates institutions of mourning, were not protocol.
